Policies Effect for Work-Family Reconciliation on Women`s Labor Force Participation: Adopting the Mixed Methodology

Abstract
The main purpose of this paper is to identify the impact of Work-Family Reconciliation policies on the female labor force participation rates, adopting the mixed methodology. This analysis used a pooled time-series data set covering 16 OECD countries over the period 1980-2011. The findings are as follows. First, the most effective determinant to increase the female participation in labor market is the fiscal policy for childcare. The fiscal policy for childcare redistributed the burden of childcare between state and individuals and pursuied the socialization of care, by supporting cash and care services. Second, it requires to enhance the effects of parental leave policy. Although the parental leavepolicy performed a positive effect on the labor force participation of women, it may have limited effect depending on the use of personal will and work environment. Third, variables for empowering women(the ratio of congresswomen, education level of women) have positively related to female labor force. Also, the combination of well-developed fiscal policy for childcare and high level female representation increased the female participation on labor market, even though parental leave were not long. Finally, some policy implications were suggested.
